“Why would he need grain?” Qin Shi Huang asked with surprise.

“Approved.”
Meng Yi nodded immediately and was about to leave.
“What are you holding in your hand?” Qin Shi Huang suddenly asked.

Meng Yi nodded and took the slips to make arrangements.
